Bypass meeting offers hope for Shepparton District

Independent Member for Shepparton District Suzanna Sheed says a push for funding to complete the first stage of the Shepparton Bypass is making headway following a meeting with the Minister for Roads.

Ms Sheed hosted a delegation of local advocates at Parliament House last week to discuss the project and update the Minister on the progress of the $10.2 million already being spent on planning and preliminary works.

The group included Greater Shepparton City Council Mayor Kim O’Keeffe and CEO Peter Harriott, Chair of the Shepparton Bypass Action Group Peter Johnson, General Manager of Kreskas Bros Transport Peter Hill and Committee for Greater Shepparton CEO Sam Birrell.

“The first stage of the Shepparton Bypass is expected to cost at least $260 million, so this is a huge project that will require funding from both the state and federal governments, but the value to our region would be immeasurable,” Ms Sheed said.

“We had a good discussion with the Minister and I’m confident he understands our needs and is supportive of the project.

“The bypass is a major priority for the Shepparton District and it’s important we keep our foot on the accelerator in terms of lobbying the Government to really get it off the ground and do the work so we get it right for our community.”

Ms Sheed said keeping trucks out of the Shepparton CBD would not only improve the amenity of residents and retailers, it would reduce the current safety hazard and support local businesses.

“Shepparton District is a powerhouse of agricultural production, a centre for transport logistics and has one of the highest concentrations of food processors in the country,” Ms Sheed said.

“There are hundreds of B-Double trucks going through town every day and while that certainly represents the strength of our economy, it is disruptive for city traders and poses a significant danger to those navigating such heavy traffic.

“It’s simply not safe to have trucks and passenger vehicles competing for space on our roads, especially at places such as Grahamvale where parents face a daily battle of keeping their children safe as they do school drop off and pick up.

“We need a road system that supports our businesses and our community and I will continue to put pressure on the Government to make the investment we deserve.”

Funding for cancer centre overdue

Independent Member for Shepparton District Suzanna Sheed has again called on the Victorian Government to fund a comprehensive cancer centre for the electorate.

Ms Sheed used her last constituency question during this term of Parliament to ask the Minister for Health to commit to establishing a holistic cancer treatment facility in the Shepparton District with onsite oncology, radiotherapy and wellness services.

“I have spoken many times in Parliament about the pressing need for appropriate cancer treatment services in Shepparton District,” Ms Sheed said.

“I am constantly confronted with stories from people in my electorate who struggle to access radiotherapy services when they fall sick.”

Ms Sheed said she had recently met several constituents in Tatura who shared their personal stories of the immense challenge of driving to Bendigo for treatment, the toll it took on their health and the onerous burden it placed on their carers.

“Statistics show that distance from services is often a deciding factor in whether or not people seek treatment and how successful it is,” Ms Sheed said.

“People in so many other regional centres have appropriate cancer treatment services in their own communities and the people of Shepparton District should no longer have to struggle through some of the toughest times of their life without the same opportunity afforded them.”

Put policy ahead of politics

Independent Member for Shepparton District Suzanna Sheed says the political manoeuvring of the major parties is doing a disservice to the people of Victoria.

In Parliament this week, Ms Sheed used her Members Statement to call out the major parties for putting mudslinging and electioneering ahead of important policy issues.

“Another Parliamentary sitting week has arrived and again there’s a sense of déjà vu,” Ms Sheed said.

“Political maneuvering that leaves little time to debate the legislation and matters of public importance that we’ve actually been put here to discuss. It is no wonder the public accuse politicians of living in a bubble.

“The goings on in this place are so far removed from the lives of real people, from the lives of regional Victorians.

“In my electorate of Shepparton District, constituents care about what’s being done to improve their schools and hospitals and transport connectivity.

“They are anxious about the extended dry weather conditions and fearful the drought being experienced further north, and in the east of our state, will reach them with devastating consequences if there isn’t enough spring rain.

“They want to know that significant shortcomings in water management through the Murray Darling Basin Plan that were last week exposed by the Productivity Commission will get the attention from state and federal governments it deserves.

“They want to hear politicians talk to them about their experiences and to offer support and solutions.

“And let me tell you – beware the politician who gets swept up in party politics instead of focusing the people who put them here.

“Regional Victoria is experiencing its strongest showing of independent challengers to the major parties, possibly in its history.

“People are disillusioned with the status quo and will show their hand come November 24.”

Timeline needed for solar decisions

Independent Member for Shepparton District Suzanna Sheed says uncertainty around solar farm development in regional areas must come to an end.

This week Ms Sheed again called on the Victorian Government to share a timeline for decisions on four local planning applications and the release of draft guidelines for future solar development.

Ms Sheed said after urging the Planning Minister to address the lack of guidelines for solar farms across the state and to support Greater Shepparton City Council by calling in the projects, she would continue to put pressure on the Government to follow through.

“It has been nearly seven months since you called in these projects and more than three months since the end of the Panels Victoria hearings that took place in Shepparton,” Ms Sheed said during Question Time on Wednesday.

“I understand the panel’s recommendations were submitted to your office some time ago and that a final decision is now in your hands.”

“While there is wide support for renewable energy projects in the Shepparton District, there can be no doubt that this region comprises high-value agricultural land that has had substantial recent investment in irrigation modernisation.

“There are competing interests at play here and my community is looking for certainty going forward.”

Damning MDBA report backs GMID on extra 450GL

Independent Member for Shepparton District Suzanna Sheed says a scathing report on the roll out of the Murray Darling Basin Plan has echoed community concerns about the recovery of further water from the region.

The Productivity Commission yesterday handed down its draft five-year review of the Plan, criticising the Federal Government for starting recovery of an extra 450GL in environmental water without an agreed strategy to ensure there were no negative social or economic impacts.

Ms Sheed said the report supported the advocacy of Goulburn Murray Irrigation District (GMID) communities who were fearful the loss of more water from productive agriculture could be disastrous for the region’s future.

“Two months ago Basin Governments agreed to develop a socio-economic test by Christmas to ensure communities are not worse off as a result of further water recovery, yet within weeks the Federal Government was inviting tenders for projects without any regard for their potential detrimental community impact,” Ms Sheed said.

“To add insult to injury, the report says these projects aren’t even subject to a standard cost-benefit analysis which means the recovery process could be more expensive than anticipated and may not actually be useful in achieving the environmental goals.

“We in the Goulburn Murray Irrigation District have been arguing for some time now for the development of a proper socio-economic test to apply to every drop of the 450GL, and I am pleased to see the Federal Government is being called out on its irresponsible approach.”

Ms Sheed said several other of the report’s 35 recommendations would be well-received by many in the GMID, including extending deadlines for delivering 605GL of environment projects and splitting the Murray Darling Basin Authority into two separate offices to remove conflict between its roles.

“The Murray Darling Basin Plan is a $12 billion project. Yes, it needs to be kept on track in terms of achieving its overall aims, but it also needs to be an adaptable framework that takes into account the changing reality on the ground,” Ms Sheed said.

“It’s clear that there is a lot of work to be done on the 605GL worth of projects to ensure they deliver their important environmental outcomes without taking further water from Victorian farmers and we need to make sure there’s enough time to get it right without the threat of devastating water buybacks hanging over our heads.

“It’s also clear to anyone who has been following the allegations of water theft and corruption in the Northern Basin over the past year that the Murray Darling Basin Authority should not be responsible for assessing the performance and compliance of its own Plan.

“It’s ludicrous that the Federal Government has allowed such a conflict to go unchecked for so long.”
