REGULATION DEFICIT ON CROP CONTAMINATION

Independent Member for Shepparton District Suzanna Sheed has called on the Australian Competition and Consumer Commission to use its powers to investigate the regulations around recalls of agrochemical products.

Ms Sheed wrote to the ACCC chairman, Mr Rod Sims, following a series of articles in The Weekly Times newspaper that alleged agrochemical companies Syngenta, Nufarm and Crop Care had made little effort to inform farmers they had withdrawn several contaminated herbicides from sale.

The companies have refuted any wrongdoing in relation to their reporting obligations, but Ms Sheed said the situation highlighted a surprising lack of regulation regarding the dissemination of information to consumers of agrochemical products in circumstances such as those reported by The Weekly Times.

She said this was in stark difference to the demands made of food manufacturers, who are required by law to report any product safety issues to the ACCC – the details of which are then made publically available on the Product Safety Australia website and advertised in media outlets.

“It appears there is no legislation requiring the Australian Pesticides and Veterinary Medicines Authority, which is the Federal Government chemical regulator, to publicise recalls (voluntary or otherwise) or publish information about recalls on its website,” Ms Sheed wrote.

“In addition, there also appears to be no legislation requiring agrochemical companies to report recalls to the Australian Competition and Consumer Commission.” 

Ms Sheed raised the issue in Parliament on Tuesday, asking the Minister for Agriculture, Jaala Pulford, to step into the void left by this lack of federal regulation.

The Minister advised she would ask Agriculture Victoria to seek an update from the APVMA on the status of the recall and to monitor its progress.

NO DROP IN PAEDIATRIC CAPACITY AT GV HEALTH

Independent Member for Shepparton Suzanna Sheed has called on the Minister for Health Jill Hennessy to clarify the number of paediatric beds that will be funded in the redevelopment of Goulburn Valley Health.

Ms Sheed called on the Minister to allay community concerns about the number of beds allocated for children in the new hospital being insufficient.

“News reports are circulating about concern in relation to the number of beds for children. There is a very significant reduction in the number being touted at the moment”, Ms Sheed said in her question to the Minister in the Victorian Parliament on Wednesday.

“Constituents in my electorate are delighted by the redevelopment of Goulburn Valley Health announced in the last budget, but they are concerned that there is no clarity around the number of beds that will be provided for children,” Ms Sheed said.

In her response the Minister said, “I confirm for the member that there will be at least 12 dedicated paediatric beds, and on top of that, dedicated space in the Emergency Department for paediatric treatment”.

The Minister said there would be additional capacity rising out of design work around the integration of women’s and children’s needs. She said the hospital was growing in all areas and would meet – and possibly exceed – the current surge capacity for 26 children in a crisis situation.

 “In terms of the capacity to meet surge… the hospital is being built and designed for that purpose.”

The Minister said she would be happy to provide Ms Sheed and the community with further clarity in whatever form provides assurance and confidence in the project.

NEW WATER REPORT BACKS UP GMID FINDINGS

Independent Member for Shepparton District Suzanna Sheed says new research into the Murray Darling Basin Plan has once again highlighted its devastating socio-economic impact on regional communities and says it’s time to find a solution.

The report, commissioned by NSW’s Murray Group, a representative body of Southern Riverina irrigators, showed the reduction of water for productive use is costing $120m at the farm gate in an average season and put the cost to local communities at about $360m.

Ms Sheed said the data supported similar findings outlined in a report commissioned by the Goulburn-Murray Irrigation District Water Leadership Forum, released in October last year.

The GMID report showed more than $500m of lost agricultural production in the district’s supply chain each year and more than $225m at the farm gate.

“As we were forced to do, our northern neighbours had to commission their own research to demonstrate the detrimental socio-economic impact the Basin Plan is having on our communities,” Ms Sheed said.

“The results are clear. Any further removal of water from the consumptive pool in the southern basin will have a devastating effect on our farmers, who rely on water allocations to sustain their livelihoods.

“Our findings have already been backed up by a Victorian Government report released in February and have been further strengthened with these latest results.

“With terms of reference announced for a Federal Government study earlier this month, we still have one report to go, but it’s hard to imagine any report coming to a different conclusion.

“I look forward to being able to begin working towards a solution that benefits all parties in the not-too-distant future.”

PUSH FOR RAIL IMPROVEMENTS AHEAD OF SCHEDULE

Independent Member for Shepparton District Suzanna Sheed has written to Public Transport Minister Jacinta Allan to enquire about the rollout of critical infrastructure works on the Shepparton to Seymour train line.

In Parliament on Thursday, 11 May, Ms Sheed used her Question without Notice to ask the Minister whether there was potential to accelerate the delivery of rail improvement works in the electorate.

The Minister indicated she would investigate the matter with her department.

The works, which include stabling for trains at Shepparton and a passing loop near Murchison, form the first tranche of the $43.5m investment in passenger rail services in Shepparton District announced by the Government in this year’s budget.

“I wrote to Minister Allan this week to follow up on her commitment in Parliament to examine options for bringing forward aspects of the infrastructure work into the current budget year,” Ms Sheed said.

“I continue to receive complaints about the poor quality of rail service afforded residents in Shepparton District and will continue to advocate on their behalf.

“Our community, through the All Aboard Campaign, has been calling for faster, better quality and more frequent rail services through to Shepparton daily.

“While the promised $43.5m is a much-welcomed and long-awaited boon for Shepparton District, we are eager to see works commence at the earliest opportunity.”

COMMUNITY SERVICE OF CFA’S STAN BROWN HONOURED

Independent Member for Shepparton District Suzanna Sheed has paid tribute to the long-standing service of one of north-east Victoria’s most respected citizens.

Speaking in parliament, Ms Sheed commended the community work of Yielima’s Stan Brown, a former local councillor, avid sportsman and life member of the Country Fire Authority, who passed away in March at the age of 102.

Using her member’s statement to honour his impressive contribution to his community, Ms Sheed described Mr Brown as “one of nature’s gentlemen”. 

A full version of Ms Sheed’s speech is included below.

 

Stan Brown was one of nature’s gentlemen and his contribution to his community makes him very worthy of mention today.

Born in 1914, Stan lived a long and fruitful life at Yielima, near Nathalia, close to his much loved Barmah Forest and Murray River.

He and his wife Vera, during their 64 years of marriage raised four children and enjoyed a large extended family.

He was a life member of the Yalca-Yielima Fire Brigade serving for over 80 years and was the Communications Officer up to the time of his death in March this year at the age of 102.

He was a local councilor for many years and a life member of many community organisations.

He was also a keen sportsman. He played cricket all his life and he played it well.

One of Stan’s much told stories was of meeting Sir Donald Bradman.

Stan was 16 years old and was counselled by Sir Donald against the perils of cigarettes and public houses.

It was a warning he heeded as, in Stan’s words, “when Bradman tells you something, it makes a big impression”.

In delivering his grandfather’s eulogy, his grandson said: “ He had many words of advice for us over the years, one being, ‘Always be kind to everyone and everything and you will be richly rewarded’; and the other, ‘If your work interferes with your sport, get a new job’.”

Stan Brown enjoyed a very full life contributing to his family and community and in doing so achieved the great respect of his own community to whom he gave so much.
