Another busy week concluded in Melbourne with Parliament and meetings which included:

  • catching up with ACSO chief on progress for proposed ACSO/Odyssey House drug rehabilitation centre in our area
  • called on the Minister for Health to visit the Emergency Department of Goulburn Valley Health with me to view the chronic lack of treatment spaces
  • meeting with Lisa McKenzie from the Lighthouse Project to hear about the results of the Greater Shepparton Lighthouse Project-1000 Conversations Youth Sector Mapping and Volunteer Program Review and future plans

  • attended Committee for Melbourne Annual Parliamentary event-networking for connections for Shepparton electorate
  • called on the Minister for Public Transport to review regional train timetables, in particular Shepparton, for public holidays with a view to maintaining them on a normal weekday timetable
  • attended the 2015 95 3SR FM Business Awards Annual Gala Presentation Dinner at East bank on Friday night. Great to see businesses old and new being honoured for their efforts and Sam and Josie Renato’s Florist being inducted into the Shepparton Chamber Of Commerce Hall of Fame
  • the Shepparton News Pink Ribbon Brunch today was a fabulous event with 732 tickets sold in the first 30 minutes of going on sale. It was an honour to hear guest speaker Liz Ainsworth talk about her experiences, her family and getting on with living. Congratulations to the Shepparton News for this highly successful fundraiser for the National Breast Cancer Foundation

It will be good to be back in the electorate for the next two weeks and there is a lot to do. I have invited the Minister for Environment, Climate Change and Water to attend a Water Summit in Tatura on Wednesday, 28 October 2015. The purpose of the summit is to give the Minister the opportunity to hear from our local community about

  • how the Basin plan is reducing water availability in our region
  • what impact this is having on our regional community, economy and jobs
  • to provide a regional leadership forum to consider how the regions community, economy and jobs can be protected
  • discuss how the region can work with the government to protect the regions and Victoria’s interests

I hope you all have a good week.

My week began with visits to MI Fellowship, a local mental health agency and the Greater Shepparton City Council where I had a catch-up with the Acting CEO and executive team.

On Tuesday and Wednesday, I travelled with the Family and Community Development Committee members to take evidence and visit disability services in Colac, Warrnambool and Geelong.  These visits are associated with the Parliamentary Inquiry into Abuse in Disability Services and will be visiting Shepparton and other areas in the coming weeks. I drove home from Warrnambool to Shepparton the back way through Maryborough and Bendigo. While the country is beautiful I was concerned to see how very dry it is across the State.

Thursday was a busy day back in the electorate.   First up, I attended a morning tea at Gallery Kiaela which is a local independent not for profit Aboriginal art gallery founded and supported by the Kaiela Institute.  You can visit their website for more information http://www.kaielainstitute.org.au/gallery-kaiela.html or visit them in Shepparton at 137-139 High St.

Next I dropped in on the ACSO working group meeting. There were representatives from various bodies present considering properties that could be possible locations for the proposed drug rehab centre.

On Friday I met with the GV Health Community Advisory Group at the hospital where we reviewed all of the nominations forms we have received.   After that, I attended a follow-up meeting at Greater Shepparton City Council with representatives from the education sector.

Over the weekend, I was honoured to speak at the opening of the Relay for Life in Shepparton.   Since this event first began in the Greater Shepparton area, nearly 2.5 million dollars has been raised.   I commend the volunteers and the community for this impressive effort.

Peter and I attended the celebration dinner at St Joseph’s Primary School Numurkah commemorating their 125 years of service to the community. It was such a good night!

My office heard from constituents with a wide array of ideas and concerns including the need for more myki retail outlets in the region, medical cannabis, the closure of Port Phillip Bay for commercial fishing and how it might affect our region.

This week it is back to parliament where there will be several bills to be voted on.  You can read about each bill here and I have listed them below: http://www.parliament.vic.gov.au/legislation/1824-bills-this-week

  • Gambling      Legislation Amendment Bill 2015
  • Children,      Youth and Families Amendment (Aboriginal Principal Officers) Bill 2015
  • Adoption      Amendment (Adoption By Same-Sex Couples) Bill 2015
  • Justice      Legislation Amendment (Police Custody Officers) Bill 2015

I hope everyone had a great weekend.  There was certainly plenty on in the electorate including the Shepparton Relay for Life and the Numurkah Food Bowl Festival.  Throughout Shepparton and the wider district there are always so many events to go to on weekends with a great choice of things to do.

I spent last week in Parliament.

An important piece of legislation that passed in the legislative assembly this week was the Public Health and Well-Being Amendment (No Jab No Play) Bill 2015.

The purpose of this bill is to increase immunisation rates for young children in the community. Under No Jab No Play all children will be required to be fully vaccinated in order to be enrolled in childcare and/or kindergarten in Victoria. This will come into operation on 1 January 2016. Only children who cannot be vaccinated for medical reasons will be exempt from the new law. Conscientious objection will not be an exception. You can find out more about this legislation including a Q&A sheet at http://www.health.vic.gov.au/immunisation/factsheets/no-jab-no-play.htm

I used my question without notice in parliament to ask the Minister for Public Transport to advise as to when the community can expect the outcome of the consultation to be released and when the government’s response to the plan will be announced.    The Minister said that she expects the government’s response to the plan would be released in a couple of months.  You can find my question here: http://hansard.parliament.vic.gov.au/isysquery/4b3ee096-0352-4b97-8050-0fa41c47690c/1/doc/

Water has been a major issue in our northern Victorian communities for many years and remains so. I have invited a range of stakeholders to attend a Murray Darling Basin Water Summit at Tatura on 28 October 2015. The Minister for Climate Change Water and Environment will be attending throughout the summit. The aim is to understand the range of scenarios for northern Victorian communities resulting from the sustainable diversion limit negotiations with the federal government in 2016 and to help provide a credible and evidence-based platform for the Victorian government to use in its negotiations federally.

I attended many local events over the weekend.

On Saturday morning, I attended the Shepp Show.  There were 14 train cakes entered for the All Aboard Shepparton Bake off. The winning cake was made by Michael Welk.  Along with the Shepp Show’s prize, Vline donated a voucher to the winner which allows for four people to travel on a train anywhere in Victoria.  I would like to thank all of those who participated in the competition and the help received from the Shepparton Agricultural Show and Vline.   It was great to wander around the show and catch up with people showing their animals and produce and otherwise enjoying what was on display.

It was my pleasure to speak in Nathalia at the GRAIN Store’s exhibition “Ray Sizer Selects: Photographs from Our Grand, Grand Tours”.  Ray Sizer is a wonderful Shepparton photographer and creator of what he has called ephemeral art.  It was a pleasure to see his works and those of 26 other local photographers and to support local art.

On Sunday, I spoke at the Goulburn Valley Regional Council of St Vincent de Paul Society Vic Festival Celebration Lunch in Tatura.  There are approximately 300 groups of members known as ‘conferences’ operating across Victoria with 10 operating within the Goulburn Valley Region.  Little Government funding is received by the Society so these conferences rely on funds generated by the Vinnies Centres of which there are 6 in the Region. I spoke about areas of disadvantage in our community including unemployment, mental health issues and drug and alcohol problems. I was pleased to be able to congratulate all the St Vincent’s volunteers on the great work that they do in our community.

I will be travelling through south western Victoria for a couple of days this week taking evidence and visiting sites associated with the Parliamentary Inquiry into Abuse in Disability Services.

Have a good week.

Murray Darling Basin Water Summit

October 8, 2015/0 Comments/in Media Releases /by Suzanna Sheed

The Minister for Climate Change Water and Environment will attend the Murray Darling Basin Water Summit to be held at Tatura on 28 October 2015.

The purpose of the summit is to ensure a clear understanding of the range of scenarios for northern Victorian communities resulting from the sustainable diversion limit negotiations with the Federal Government to take place in 2016.

The Independent State Member for Shepparton District, Suzanna Sheed has invited a broad range of stakeholders from the dairy, agricultural, horticultural, mixed farming and urban communities to participate in the meeting.

Ms Sheed said “it is most important that northern Victorian communities clearly articulate what the “best case” scenario looks like for northern Victoria and to help provide a credible and evidence-based platform for the Victorian government to use in its negotiations next year”.

Invitees also include northern Victorian local government organisations, Catchment Management Authorities, the Committee for Greater Shepparton, Goulburn Murray Water and a range of other organisations and community members.

“Speakers will summarise what work has been done so far, particularly by Victoria, under the Murray Darling Basin Plan and identify the key issues and actions required to ensure that sustainable irrigation communities are maintained across the whole of northern Victoria in the years ahead ” Ms Sheed said.

“This will not be an opportunity for political grandstanding but  instead will ensure that a range of speakers with a deep understanding of the complexities surrounding water issues are aired and a plan for future united action established” she said.

Chair of the Committee for Greater Shepparton, David McKenzie added “whilst the importance of a healthy river system cannot be understated, the viable future of our northern communities is also critical. It is now crucial that the positive and negative impacts of the implementation of the Basin Plan so far are well understood, before any additional commitments are made”.

I strongly support the need for a drug rehabilitation service in our region and will assist in lobbying government for necessary funding for it. However, after attending one of the public meetings and hearing from a number of constituents I was pleased to hear that ASCO decided not to proceed with the proposed Mooroopna site and is now keen to work with the community to find an alternate site.   The community overwhelmingly supports the need for a drug rehabilitation centre but many residents adjoining the proposed site were concerned about the proximity of the proposed location to residential homes given that many of the clients come via the Justice system.

I will be a part of the working group with ASCO to locate the alternative site.   I am aware that not everyone will be content but I would like the centre to remain local and will do everything I can to expedite the process so long as the community is involved.

Last Monday I attended the Family and Community Development Committee Public Hearing. We heard from witnesses who gave evidence about abuses of disabled people in residential services and the need for strong advocacy for them. The Inquiry is continuing and will be visiting many regional centres including Shepparton.

On Tuesday the Port of Melbourne inquiry visited Shepparton.  Councils and local businesses made submissions in relation to the proposed port of Melbourne lease.   Greater Shepparton City Council, The Rail Freight Alliance, Bega Cheese, Committee for Greater Shepparton and Kreskas Bros Transport were just some of the local interest groups that made submissions.

I was honoured to attend the 2015 National Police Remembrance Day Memorial Service. This day stands as a dedication and reminder of the service provided by the brave men and women who have been killed in the line of duty in order to provide a safe and secure community for the rest of us. There have been 159 Victoria Police members killed in the line of duty.

My office heard from constituents on a wide array of issues including lack of community stoma support, concern over the AFL public holiday and what impacts that will have on a small business, excessive noise complaints potentially involving the EPA, legalisation of medical cannabis for excessive pain, reduction of Home and Community Care Funding (HACC) and concern over post-natal care for those women experiencing depression.

Have a great week everyone and remember to visit the novelty cake section at the Shepparton show to see the train cake entries in support of our All Aboard Shepparton campaign for better passenger rail services.

I will be in Parliament this week but will be back for the Shepparton show and other local activities on Friday.
