What a week!
I am so proud of this community for their passionate support of the #‎allaboardshepparton campaign.
When we started this campaign we were worried we wouldn’t be able to get enough people to come along to make our voices heard but how wrong we were!
To the group who took a day off work, got up early and made their way to the Parliament of Victoria I say thank you.
It was the talk of the town and I will make sure improved rail services to Shepparton do not fall off the Minister for Public Transport’s agenda.
And thank you to the group behind the campaign, the Committee for Greater Shepparton, Greater Shepparton City Council, Shepparton RAILS, my dedicated staff, Liz and Garry from LA Vision and other loyal supporters.
What a fantastic team effort.
In great news the Committee for Greater Shepparton will have a representative on the Regional Transport Advisory Group, so we can be assured our voices will continue to be heard and will inform the Regional Network Development Plan.
Last weekend I opened the annual Autumn Orchid Show, run very successfully by the Goulburn Valley Orchid Club Inc.
Much of this week was spent organising the All Aboard Shepparton campaign but I also attended a Family and Community Development Committee meeting and had briefings on new legislation.
My office also heard from people concerned about greyhound racing, house rentals, the lack of radiotherapy services and dialysis machines in Shepparton.
This week I’ll be back in Shepparton and am looking forward to my first Community Catch Up in Strathmerton.
If you live in the district please join me on Friday at Café@3641 at 10.30am.
I’ll be there for at least an hour to meet locals and have a chat, so please come and say hello.

Local clubs in the Shepparton District receive funding boost

Many sports and active recreation clubs across the Shepparton District will benefit from funding as part of the second round of VicHealth’s Active Club Grants program.

 Suzanna Sheed MP said the grants, of up to $3,000 each, aim to increase physical activity by making it easier for clubs to reach out to new participants and fund items or equipment that help them to improve safety.

 “In Victoria, half of all adults do not get enough exercise. As well as the physical benefits, sport builds community pride and loyalty and offers people the chance to get involved, providing them with a positive sense of self-worth,” Ms Sheed said.

 “Regular physical activity not only protects against many illnesses, it also makes us mentally healthy, alert and resilient against the stresses of modern life.”

 

 

Katandra Football Netball Club will use its grant to update equipment including netball games bibs, footballs and netballs and first aid kits.

 “We’re very grateful,” club volunteer and member Tamara McLarty said.

 “We’re a family club and this grant will enable our club to keep memberships costs to a minimal fee.  This will help retain our current members and help attract new members, making football and netball an accessible sport to participate in for people in our community.”

“And it takes the pressure off our volunteers, because they’re working really hard behind the scenes to contribute to the club and the community.”

VicHealth CEO Jerril Rechter said it was good to continue to support local sporting organisations. 

“VicHealth is committed to tackling the tough issues – in particular the rising obesity levels in Victoria. To help combat this, we want to make physical activity participation part of everyday living, active recreation and organised sport. During 2014-15, VicHealth ran two rounds of Active Club Grants, which saw a combined total of 566 clubs across Victoria share in over $1.3 million in grants,” she said.

“Sports and active recreation clubs in the Shepparton District are a great way for locals to get involved, meet new people and keep active for good health. We know from previous rounds these grants encourage community members to try a new activity, support them to join their local club or continue playing their favourite sport.”

Sheed urges Coalition, Greens and Micro parties to oppose Port of Melbourne sale

Independent Member for Shepparton District Suzanna Sheed has called on the Coalition, the Greens and micro parties in the Upper House to oppose the Port of Melbourne privatisation.

Ms Sheed urged the Coalition and cross benchers to oppose the legislation unless there is a watertight commitment from the Andrews Labor government that an equitable proportion of the sale proceeds will be directed to major regional Victorian infrastructure projects.

“It is important that both the Liberal Party and the National Party, both of which hold seats in regional Victoria, stand up for their constituents and demand a better deal from the government,” Ms Sheed said.

“The National Party in particular have criticised the government for failing to deliver in the state budget. It can now take steps to redress the balance.

 

“And the Greens and the micro parties hold the balance of power in the Upper House. They can achieve some equity for regional Victoria by joining forces on this issue and I urge them to do so.

Ms Sheed said rural and regional Victoria would not get a fair share of the port privatisation revenue.

“At this stage all indications are that the proceeds of sale will be directed to fund major infrastructure developments in Melbourne, predominantly financing the government’s election promise to remove 50 level crossings,” she said.

“It is simply not good enough that the regional communities who produce the food and fibre exports that the port was built on and still relies on today will receive no benefit whatsoever from the sale.

“Similarly if we are to achieve growth in the export of agriculture, horticulture and dairy products to Asia then the volume of containers sent through the Port of Melbourne will increase.

“Given the massive rental increases currently proposed at the port which will inevitably increase charges it is important that some benefit flow back to the primary producer in regional Victoria.”

Ardmona orchardist Peter Hall said he supported commercially beneficial private ownership of the port but that regional and rural communities should benefit.

“It’s not equitable to take the value that has been built up through the risk and investment in agricultural products through the decades and spend it on removing level crossings that trucks carrying agricultural produce will never use,” he said.

“Our trucks will go down the Hume, pay tolls on CityLink and never see a boom gate.”

Mr Hall said no responsible member of parliament should support the port’s privatization under the current plan.

“Taking value that has been derived from one sectors investment and patronage, then spending it on a totally unrelated political promise is flawed in principle and deserves no responsible members support,” he said.

“Rural Victoria has paid for the port, surely we should benefit from its privatisation particularly if we are going to be slugged inflated charges to prop up an election promise.”

Sheed welcomes Regional Transport Advisory Group

Independent Member for Shepparton Suzanna Sheed District has welcomed the announcement of a Regional Transport Advisory Group.

The group will include a Shepparton representative, from the Committee for Greater Shepparton, and will be co-chaired by Labor Member for Northern Victoria Jaclyn Symes and Gippslander Richard Elkington.

The group will drive community consultation and inform the development of the Regional Network Development Plan.

The announcement comes after more than 120 Shepparton residents travelled to the Parliament of Victoria yesterday to push for improved rail services as part of the All Aboard Shepparton campaign.

 

“More than 120 Shepparton residents felt so strongly about this issue that they got up at the crack of dawn to come to Melbourne and make their voices heard,” Ms Sheed said.

“This campaign has galvanized the community and we will not stop until we see real investment and improvement in the line.”

The Regional Network Development Plan will set out the priorities for regional public transport now and into the future.

The community consultation phase will start next month, with a session to be held in Shepparton and opportunity for input online.

“I’m conscious there have already been years of consultation and no action, so I will continue to lobby the Minister for Public Transport to invest in the line as soon as possible, and plan for the longer term improvements that are needed,” Ms Sheed said.

The Minister for Public Transport, Jacinta Allan, said the Regional Development Network Plan would be finalised by the end of this year.

She said it would inform next year’s state budget.

“The Minister, Member for Bendigo East, said during yesterday’s meeting that she had seen the transformative effect a decent public transport system can have for unlocking opportunities in regional communities, so I hope she gives the Shepparton region that same investment and opportunity that Bendigo, Ballarat, Geelong and Traralgon have enjoyed,” Ms Sheed said.

All Aboard Shepparton Train Media Call 10AM Thursday, steps of Parliament House.

MORE than 100 Shepparton District residents will converge on the steps of Parliament House tomorrow to demand better rail services to and from their city.

Doctors, professors, students, industry executives, multicultural leaders, politicians and local councillors fed up with the current service will travel to Melbourne on the 6.31am V/Line service.

They are calling on the Andrews Labor Government to change the Shepparton rail timetable immediately and invest in more services to better reflect the times people want and need to travel

“For too long the Shepparton line has suffered from underinvestment while we have watched Bendigo, Ballarat, Geelong and Traralgon enjoy the benefits of more than 20 services a day,” Ms Sheed said.

“Our wider catchment is equal to Bendigo’s so why are we being left behind when it comes to rail investment?

“We can’t even claim to have half the services these other regional cities enjoy.”

Ms Sheed said an improved service was vital for regional growth and would open up opportunities for business, industry, recreation and education and deliver spin off benefits for the visitor economy.

“Since we launched this campaign a month ago I have heard from so many people in our community who desperately want improved rail services,” she said.

“From the parents who rely on the service to take their children to vital appointments at the Royal Children’s Hospital to the students wanting to study in Melbourne but live in Shepparton, there are many compelling reasons to improve rail services and ensure our residents aren’t further disadvantaged.”

 

All Aboard Shepparton, an initiative of Greater Shepparton City Council, SheppartonRAILS group, the Committee for Greater Shepparton and Ms Sheed are also calling on the government to:

•              Invest in infrastructure at Murchison to enable trains to safely pass. •              Invest in stabling and security works at Shepparton Station to allow for the dewatering of trains. •              Employ a Protective Services Officer at Seymour Station.

All Aboard Shepparton has seen what investment in rail infrastructure has meant for Bendigo, Ballarat, Geelong and Traralgon and want a feasibility study to consider:

•              A VLocity train with three carriages •              Rail track upgrades (improve from 90km to 160km standard) •              Level crossing upgrades •              Increase future train services in line with demand and population growth of the Goulburn Valley.

Ms Sheed will press the Minister for Public Transport on a timeline for improvements to the Shepparton Passenger Rail Service during question time tomorrow.

Member for Shepparton District pushes for investment in country sport

Member for Shepparton District Suzanna Sheed is urging the Andrews Labor Government to invest in country sport.

Ms Sheed said she had been assured the Country Football and Netball Program will continue, with $2 million provided in the budget.

The program has provided vital support for local clubs to upgrade their facilities, with more than 110 projects funded during the past four years.

 

“I have been assured that the Country Football Netball Program is continuing, as part of the Andrews Labor Government’s investment in sport and recreation in the 2015-16 Victorian Budget,” Ms Sheed said.

The budget also establishes a $100 million Community Sports Infrastructure Fund to help local clubs upgrade tired grounds and build the facilities they need.

“I will be advocating that a significant amount of that fund be invested in rural and regional Victoria, where sporting clubs play such a vital role in the community.

“We miss out on so much; we do not have access to the world-class facilities being invested in in Melbourne and Geelong, making local sport so much more important to our communities.”

The government has also committed $14.1 million to their Active Communities Package.

“I also note $14.1 million will be spent on encouraging more people to get outdoors, take up sport and maintain an active, healthy lifestyle.

“This funding would be particularly well spent in the Shepparton District, given the identification of a high proportion of residents suffering from obesity.

“I will be holding the government to account on this; they must spend this money where it is needed most. It is time that funds were spent in Victoria on an equitable basis.”

Member for Shepparton District welcomes Graincorp Oils Investment

Member for Shepparton District Suzanna Sheed has welcomed GrainCorp Oils $50 million investment in its operation at Numurkah.

The investment will increase oilseed crushing capacity and efficiency at the plant, which Ms Sheed visited late last month.

She said GrainCorp Oils investment was another vote of confidence in the region.

“This $50 million investment is a further boost of confidence in the Numurkah region, on top of the $125 million investment made by GrainCorp Oils across Australia last year,” Ms Sheed said.

 

“It demonstrates that the Goulburn Valley remains an attractive place to invest and continues to be a highly productive region, with diverse businesses opportunities and a strong future.”

The latest GrainCorp Oils investment will involve installation of additional state-of-the-art technology to deliver a substantially higher oil yield than the current extraction process.

The investment will increase the crush capacity at Numurkah by 40%, to 1,000 tonnes per day and will increase the competitiveness of locally grown and crushed product versus imported oils.  
It also offers the capability to expand to 1,400 tonnes per day, should demand continue to grow.

“This is good news for all local grain growers, with increased demand for grain likely,” Ms Sheed said.
The expanded plant will also be able to produce canola meal tailored for the local poultry and dairy industries.

The $50 million investment will deliver ongoing benefits to the regional economy, through a number of construction jobs, in addition to ongoing indirect benefits for the regional Victorian economy through the facility’s expanded production.  

“The flow-on effects from this project will be felt throughout the community for many years,” Ms Sheed said.

“It will contribute to the prosperity of local business, communities and the broader economy.

“I congratulate GrainCorp Oils for their continued commitment to this region and look forward to their continued success.”

Member for Shepparton District welcomes Fruit Fly Action Plan

Independent Member for Shepparton District Suzanna Sheed has welcomed a new five year action plan to tackle Queensland fruit fly, announced in the Goulburn Valley today.

A proactive and coordinated approach will be developed to protect domestic and international market access for Victoria’s $2.4 billion horticulture industry.

It comes after the Minister for Agriculture and Ms Sheed met with growers concerned about the recent spread of the pest from urban backyards to nearby orchards.

 

“I’m pleased the Andrews Labor Government is taking the Queensland fruit fly threat seriously,” Ms Sheed said.

“The Goulburn Valley Industry Taskforce, let by orchardist Peter Hall, is working on a regional strategy but they need government support to implement it.

“I hope this new action plan will be followed up with real investment to combat this insidious pest that threatens not only local growers but the businesses they supply like SPC and the whole regional economy.”

Development of the plan will begin with a state-wide forum in Melbourne in July, which will define the roles and responsibilities of all stakeholders involved or impacted by fruit fly management.

“The forum will provide an important opportunity for industry and impacted communities like Shepparton, Mooroopna and Tatura to contribute to the development of the plan,” Ms Sheed said.

The action plan will then provide industry, government and communities with a coordinated approach to fruit fly management up until 2020.

“It’s my expectation that any action plan will involve more departmental staff on the ground to remove host trees and control the pest,” Ms Sheed said.

Around 90 per cent of Australia’s pears and 30 per cent of Australia’s apples are grown in the Goulburn Valley region.

Member for Shepparton District pushes for clarity on roads funding

Independent Member for Shepparton District Suzanna Sheed has pushed the Andrews Labor Government to provide clarity about its regional roads and bridges funding.

In parliament on Tuesday Ms Sheed asked the Minister for Roads and Road Safety Luke Donnellan to detail how and where the $1 billion promised for regional roads and bridges will be spent.

“Local councils across regional Victoria, including Greater Shepparton City Council and Moira Shire Council in my electorate, have expressed great concern about access to vital ongoing funding for repairs to roads and bridges,” she said.

“Can the Minister urgently provide details as to how and when the $1 billion promised for roads and bridges before the last election will be provided to regional Victoria? 
“Further, can he guarantee his government will at least match the previous government’s promise of $160 million for country roads and bridges?”

The Country Roads and Bridges Program ran for four years between 2010 and 2014, providing up to $1 million each per year to 40 councils.

“That funding was vital to local governments in rural and regional areas,” Ms Sheed said.

“It allowed them to employ local staff to repair the roads and bridges that they saw as the biggest priority, and reduced the pressure on their already tight budgets.

“With the introduction of rate capping from 2016-17 a commitment to this funding is especially important.”

Labor has so far announced $36 million for bridge repairs and $50 million for level crossings in rural and regional areas.

And the budget revealed $86.7 million to resurface unsafe, deteriorating road surfaces around the state.

Member for Shepparton District Budget Response

Independent Member for Shepparton District Suzanna Sheed has expressed disappointment at the lack of investment in the Shepparton District in the 2015-16 Victorian Budget.

Ms Sheed said she expected the Andrews Labor Government to use their first budget to deliver on election promises, but that she had hoped for more.

“The Treasurer said this budget has ‘fairness at its heart and families in its reach’,” Ms Sheed said.

“It’s hard to see how that statement relates to the Shepparton District at all.”

Ms Sheed said preferential treatment had been given to Geelong, Bendigo and Ballarat with new tech schools, trains and hospitals.

The only specific mention of funding for the Shepparton District came in the form of $1 million for planning at Goulburn Valley Health.

The government will progress planning for the proposed redevelopment of the Shepparton service.

 

“The Goulburn Valley Health master plan has been in development for more than 15 years,” Ms Sheed said.

“I hope this funding for the completion of the planning stage once and for all decides on the best facility needed to meet the growing health demands of the Shepparton and district community now, and into the future.

“I want to see this final stage of what seems to have been a very protracted process. 

“I call on the Government to ensure that there is now public consultation in this final stage so that our community gets the health service it should have.

“Our community is over last minute election promises that bear little reflection to what is needed.

“It is time that a transparent process is undertaken so that the focus is put on what is needed taking into account the views of our doctors and nurses who work at the coalface delivering directly to patients and who are true advocates in our communities.

“I expect once we have put forward our final proposition the Andrews Labor Government will invest in the facility our community deems necessary in the next three years.”

There was no budget money for a desperately needed upgrade of Shepparton’s rail service.

But Ms Sheed said she hopes the $2 billion committed by the Andrews Government for trains and trams will include an upgrade of the Shepparton – Seymour line and new trains.

“We need to show the Minister for Public Transport how desperately we need an upgrade of the line and rolling stock,” she said.

“I urge everyone who wants an improved service to join the All Aboard Shepparton campaign on May 28th to push the government to make a real rail commitment to this region.”

Ms Sheed expects the Shepparton District will benefit from:

  • $200 million Regional Jobs Fund
  • $50 million Back To Work Fund
  • $32 million for Local Learning and Employment Networks (LLENs) throughout Victoria.
  • $86.7 million to resurface unsafe, deteriorating road surfaces around the state.
  • $300 million TAFE Rescue Fund.
  • $18 million to expand and modernise rehabilitation services, particularly in rural and regional Victoria.
